Emergency Management Planner II (i.e. “Strategic Plans Supervisor”) This position directly supervises the planners within the Strategic Planning Branch; and is responsible for the development, updating and editing of the NCEM Division Strategic Plan, the State of North Carolina's Homeland Security Strategic Plan and supporting strategic planning efforts for the Department of Public Safety. This position also supervises the development of the State Preparedness Report and Threat Hazard Identification and Risk Assessment; and is responsible for management of the programmatic implementation of the Emergency Management Performance Grant in all 100 counties, the Eastern Band of the Cherokees and the State EM Program. It also manages the budget for the local government portion of the Emergency Management Performance Grant. During activations of the State EOC, this position will be assigned duties within the Planning Section in support of the State Emergency Response Team.
